Description of a Chapter Level
There already
are existing clubs in many communities and school systems
throughout the country. Some are nationally recognized,
highly successful community-based, drug prevention programs
that provide recognition and rewards to students who choose
to live a healthy and drug-free lifestyle.
Most of these
clubs offer community service opportunities, and all are
within middle and senior schools . Members are
ethnically diverse, and represent youth from a wide variety
of cultural and socioeconomic backgrounds. Members take
pride in their drug-free status and their willingness and
ability to prove their drug-free status whenever necessary.
Membership is on a strictly
voluntary basis, and members must prove they are drug-free
and willing to commit to an initial drug test and subsequent
random drug testing throughout their school year. Upon
confirmation of their drug-free status, students become club
members and are issued an Identification Card. This card
entitles members to special merchant/service discounts from
local businesses that offer their support to the drug-free
members.
These programs create an
environment that connects youth to their community in
positive ways, while striving towards the common goal of
creating and sustaining a drug-free youth population. Our
youth members use the power of "positive peer pressure" and
a pro-active approach to prevention that encourages,
acknowledges, and rewards drug and alcohol-free students.
Being surrounded and supported by
hundreds of other drug-free members in their school empowers
one to resist the pressures connected with substance abuse.
In doing so, the youth are sending powerful messages of
temperance and responsibility to their parents, peers,
schools, civic leaders, business leaders, merchants, law
enforcement agencies and the community-at-large.
Clearly, these programs have the
ability to create a positive youth movement around the
Nation. Participation in these local programs enables young
adults to become citizens of tomorrow and can easily be
emulated.
NDF will recreate the same success
nation-wide and will provide sustainability for the local
chapters through free or discounted drug testing, and a very
proactive rewards & incentive program for member recruitment
& program marketability.

These include:

Agreement to participate in initial and
future random drug testing.

When and how many drug tests are they
to participate in.

How are drug positives and false
positives dealt with.

Who gets drug test results.

Participating in program curriculums.
